Brazil Announces R$23 Billion Investment in AI at Web Summit Rio 2025

At the opening of Web Summit Rio 2025, Science, Technology, and Innovation Minister Luciana Santos unveiled Brazil’s ambitious plan to invest R$23 billion (approximately USD $4.07 billion) in artificial intelligence by 2028. This investment aims to elevate Brazil’s AI capabilities to match those of leading European nations.

The Brazilian Artificial Intelligence Plan focuses on several key areas:

Infrastructure and Development:

Upgrading the Santos Dumont supercomputer in Petrópolis to rank among the world’s top five in processing capacity.

Business Innovation:

Allocating R$13.9 billion to foster AI-driven business initiatives.

Human Capital:

Investing R$1.15 billion in training programs to develop a skilled AI workforce.

Public Services Enhancement:

Implementing AI solutions in sectors like agriculture, healthcare, education, and public administration.

Minister Santos highlighted the development of 35 AI software solutions in Portuguese, emphasizing the importance of linguistic inclusivity in technology.

President Luiz Inácio Lula da Silva expressed strong support for the initiative, stating, “Our artificial intelligence needs to be intelligent, it needs to be a source of income and employment.”

The Web Summit Rio 2025, held at Riocentro, attracted over 34,000 participants and featured prominent tech companies like Microsoft, Nvidia, OpenAI, and IBM. The event underscored Brazil’s commitment to becoming a leader in AI and technological innovation.

With this significant investment, Brazil aims to achieve technological autonomy, enhance its global competitiveness, and ensure that AI advancements contribute positively to society.
